The video celebrated the approval of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026. Prime Minister Modi hailed the new legislation as a significant move towards establishing a more reliable examination system, promising stringent measures against those involved in exam paper leaks, often referred to as the “paper mafia.”
Dipke took to social media to mock Prime Minister Modi’s appearance in the video and expressed skepticism about the effectiveness of merely tightening laws to address the persistent problem of exam paper leaks. The CJP leader questioned whether these legal measures alone could resolve the issue, highlighting the need for a deeper examination of the systemic challenges facing the education sector.
The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, has been positioned by the government as a critical tool for safeguarding the integrity of public examinations. It aims to deter malpractice by imposing harsher penalties on those caught engaging in such activities. However, critics like Dipke argue that punitive measures may not be sufficient to address the root causes of the problem.
Instead, the Cockroach Janta Party has advocated for a comprehensive approach that includes structural reforms and enhanced transparency within the examination process. The party has also suggested changes to the National Testing Agency (NTA) to improve oversight and reduce opportunities for paper leaks. The CJP believes that by focusing solely on punishment, the legislation fails to tackle the underlying issues that enable such leaks to occur in the first place.
