India-Oman CEPA Boosts Apparel Trade, Enhancing Gulf Fashion Industry Growth

The India-Oman Comprehensive Economic Partnership Agreement (CEPA) is opening new avenues for the apparel sector in both Oman and the broader Gulf region, enabling them to procure textiles and garments from Indian producers. The agreement, which spans various sectors such as manufacturing, energy, and technology, promises enhanced market access for the fashion industry. This could result in strengthened collaborations between Indian textile manufacturers and businesses in Oman and other GCC countries, including brands, retailers, wholesalers, and private-label enterprises.

One of the pivotal elements of this agreement is Oman’s pledge to offer preferential market access to a substantial portion of Indian exports. As per industry insights, more than 98% of Oman’s tariff lines have been earmarked for duty-free access, which encompasses nearly the entirety of Indian exports by value. For companies in the textile and apparel sectors, the lowering or elimination of customs duties could significantly influence the final cost of imported goods. This change might provide businesses with greater flexibility in their pricing, profit margins, and sourcing strategies. Nonetheless, the specific advantages for individual apparel products will depend on various factors, including tariff classifications, rules of origin, and other stipulations under the agreement.

India boasts a well-established textile manufacturing sector that offers a potential advantage for fashion businesses in the Gulf. The country’s manufacturing framework encompasses a complete production process, from the initial stages of fiber processing to spinning, weaving, knitting, dyeing, finishing, and garment production. This diversity in capabilities enables international buyers to source not only fabrics and trims but also finished garments through a connected network of suppliers. Indian manufacturers cater to a wide spectrum of segments, ranging from everyday wear and private-label collections to high-end, technical, and performance apparel. For brands operating in Oman, the UAE, Saudi Arabia, Qatar, Kuwait, and Bahrain, access to India’s manufacturing prowess presents additional sourcing opportunities as they aim to diversify their supply chains.

In addition to traditional textiles, sustainability and technical textiles are gaining traction among fashion companies engaged in international markets. Indian textile manufacturers have made significant strides in areas such as water management, renewable energy, and responsible sourcing, accompanied by adherence to internationally recognized textile certifications. India’s advancements in technical textiles and performance apparel, characterized by attributes like durability and moisture management, are especially pertinent for Gulf brands producing specialized garments such as activewear, uniforms, and athleisure.

The effects of the CEPA extend beyond direct trade between India and Oman. Oman’s strategic location and robust port infrastructure position it as a potential logistics and distribution hub for businesses targeting broader Gulf markets. Ports like Duqm, Salalah, and Sohar offer connectivity to international maritime trade routes, presenting apparel companies with an opportunity to merge Indian manufacturing with distribution operations in Oman. This model could streamline inventory management and customer supply across the region, contingent on factors such as transportation costs, customs processes, warehousing logistics, and market demand. With the combined advantages of preferential trade access, a comprehensive textile manufacturing base, and growing capabilities in sustainable and technical apparel, Indian suppliers are poised to enhance their role in Gulf fashion supply chains.
